Foreign Minister approves bylaw on Chemical Weapons Convention

Minister of Foreign Affairs Prince Saud Al-Faisal yesterday approved an executive bylaw for the implementation of the Chemical Weapons Convention (CWC), which bans creating, producing, storing, using or destroying chemical weapons. 

The new bylaw will be applied 90 days after its publication in the official Um Al-Qura gazette. The Cabinet approved the bylaw in November 2005. 

According to the new bylaw, local inspection teams will inspect any suspicious sites, and anyone convicted of the above offenses faces a minimum fine of SR 500,000 [$133,337] but no more than SR one million [$266,674], a minimum five-year prison sentence not to exceed 20 years, or a combination of the two punishments along with the confiscation of the chemical weapon in question.
