Royal decrees issued today made changes in the composition of the Council of Ministers, establishing a new Ministry of Civil Service, extending the period of service for most ministers and appointing a number of new ministers, effective as from the date of issuance.  Royal decrees also appointed new, and extended the service of, officials at the highest grade in various government bodies. 

The cabinet is composed as follows:

• Custodian of the Two Holy Mosques King Fahd Bin Abdul Aziz as Prime Minister
• Crown Prince Abdullah Bin Abdul Aziz as Deputy Prime Minister and Commander of the National Guard
• Prince Sultan Bin Abdul Aziz as Second Deputy Prime Minister, Minister of Defense and Aviation and Inspector-General
• Prince Nayef Bin Abdul Aziz as the Minister of Interior
• Prince Met'eb Bin Abdul Aziz as the Minister of Housing and Public Works
• Prince Saud Al-Faisal as the Minister of Foreign Affairs
• Prince Abdulaziz Bin Fahd Bin Abdul Aziz as Minister of State
• Dr. Abdullah Bin Muhammad Al-Asheikh as the Minister of Justice
• Dr. Khalid Bin Muhammad Al-Angary as the Minister of Higher Education
• Osama Bin Jafar Faqih as the Minister of Commerce
• Dr. Osama Bin Abdulmajeed Shobokshi as the Minister of Health
• Dr. Abdullah Bin Abdulaziz Bin Mu'amar as the Minister of Agriculture and Water
• Ali Bin Ibrahim Al-Naimi as Minister of Petroleum and Mineral Resources
• Dr. Ali Bin Talal Al-Juhani as the Minister of Posts, Telegraphs and Telephones
• Dr. Fouad Bin Abdulsalaam Al-Farsi as the Minister of Information
• Dr. Muhammad Bin Ibrahim Al-Jarallah as the Minister of Municipal and Rural Affairs
• Dr. Muhammad Bin Ahmed Al-Rasheed as the Minister of Education
• Dr. Nasir Bin Muhammad Al-Salloum as the Minister of Communications
• Dr. Hashim Bin Abdullah Yamani as the Minister of Industry and Electricity
• Dr. Ibrahim Bin Abdulaziz Al-Assaf as the Minister of Finance and National Economy
• Dr. Abdulaziz Bin Abdullah Al-Khuweiter as Minister of State
• Dr. Muhammad Bin Abdulaziz Al-Sheikh as Minister of State
• Dr. Muttlab Bin Abdullah Al-Nafissa as Minister of State
• Dr. Abdulaziz Bin Ibrahim Al-Manie as Minister of State, and Chairman of the Saudi Ports Authority
• Dr. Musaid Bin Muhammad Al-Eiban as Minister of State
• Dr. Madani Bin Abdul Gader Alagi as Minister of State

The cabinet has the following new members:

• Muhammad Bin Ali Al-Fayez as the Minister of Civil Service

• Sheikh Saleh Bin Abdulaziz Al-Asheikh as the Minister of Islamic Affairs, Endowments, Call and Guidance

• Iyad Bin Ameen Madani as the Minister of Pilgrimage

• Khalid Bin Muhammad Al-Qusaibi as the Minister of Planning
• Dr. Ali Bin Ibrahim Al-Namlah as the Minister of Labor and Social Affairs

Additional decrees included the appointment of Dr. Abdullah Bin Muhammad Al-Rasheed as President of King Khalid University, and that of Dr. Muhammad Bin Saad al-Salem as President of the Imam Muhammad Bin Saud University.
